Based on data from the U.S. Federal-State Cooperative Service, the HAPLR index focuses on circulation, staffing, materials, reference service, and funding levels. Libraries were categorized by population size – from fewer than 1,000 to over 500,000 – and rankings included the top 10 in each category.
